The question
Some people think governments should spend money on preventing illness, while others believe treating people who are already ill is more important. Discuss both views and give your opinion.

259 wordsPeople disagree about whether health budgets should focus on preventing illness or on treating those who are already sick. Both are essential, but I believe governments should gradually shift more spending toward prevention, because it reduces suffering and cost in the long term.
The case for prioritising treatment is morally strong. Patients waiting for operations, cancer care or emergency treatment need help now, and no government can justify leaving them untreated in order to fund campaigns that may only pay off years later. Hospitals are also highly visible, so voters judge health systems largely by waiting times and the quality of care they receive when they are ill.
Nevertheless, a system that only treats illness will always be overwhelmed. Many of the conditions that fill hospitals today, such as type 2 diabetes, heart disease and some cancers, are linked to smoking, poor diet and inactivity. Measures that reduce these risks, from vaccination programmes to taxes on sugary drinks and safer cycling routes, prevent illness before it starts. They also cost far less than treating the same people later, when a single heart operation can cost more than a year of community exercise classes.
The difficulty is timing: prevention costs money today and saves it in ten or twenty years. That is why the shift should be gradual, with treatment budgets protected while prevention grows.
In conclusion, treating the sick will always be a duty, but a health system that ignores prevention guarantees ever-rising demand. Moving spending steadily toward prevention is the best way to protect both patients and budgets.
